New System for NBI Clearance


Saturday, July 16 morning it is when I planned to 'renew' my NBI clearance for my work requirements. I was very disappointed to know that the contract between the third party of NBI, who is responsible for its computerization program expired last June. Now, the barcode scanned NBI clearances issued  for 30 years were all worthless for renewal and even those who had their NBI cards were also void.


Now, people of the Philippines will have to go back to the step 1 like they were just getting a clearance like a new applicant.


When I arrived at the NBI Taft around 7:30am, I was wondering why there are no people at the front gate of NBI as it could be seen from the LRT. I thought that there are no office on a weekend but I saw on the news that they are open on weekends because of the transition they had. So I went to the front gate and there was a tarpaulin with a map that says to go to the side of WHO beside the police station for the new clearance center.

Along the corner of UN Avenue and Taft Avenue, there were already a long queue of people waiting. I was a noob to where would I go and line up because there's also a line from the gate that's conquering almost the front facade of the police station and the end of the line was along the road already.

The people are waiting for its opening at 8am but there was an 'advisory' telling that the center is open from 8am to 5pm on July 16 and 8am to 12pm on July 17 for releasing of clearance who applied between July 4 to July 10, which means that there is no processing of new applicants that day.

The people doesn't like to leave the gate since they were already here as early as 2am just to be the one first in line. They are claiming that a staff told them on a Friday afternoon just to be back as early as 7am the following day because they couldn't accommodate them anymore on a Friday afternoon.

It was already past 8am and the center was still closed. The people were already loosing their patience in waiting and went on to an outrage when they found out that the center will only be open for releasing. Some of the people outside had their numbers that were given last Friday afternoon but most of us didn't have one.

The staff of NBI called an urgent meeting if they are going to open the center for processing since the people outside insist that they were told to be back today. At last, the gate opened around 9am, the people who lined up for the releasing were asked to go to the front gate. People with numbers were the first to enter the center but the gates were closed for those who didn't have numbers. The crowd goes wild and flocked to the gate asking the staff to let them in since they were here early and there was really an 'organized line'. The staff agreed to opened the gate with a condition that there would only be one line, but when the gate opened the people started pushing forward and everyone in front of the gate were already inside. The gate was closed right away and I was one of the lucky few who got inside. A staff requested us to just form a single line and that everyone who's inside already will be accommodated.

A single line was made and everyone of us was given a form to fill out. After that, there were verification tables to correct what ever misspelled corrections and blank details on the form. Here comes the first step of the process.

Step 1: Pay the fee of the clearance which is still Php 115 both for local employment and travel abroad at the NBI gym then get your receipt.

This is the longest waiting period of the process since you have to wait for your turn for the Step 2. The staff will ask you to sit first inside the gym. To keep you entertained while waiting they placed a big screen showing movies from Cinemax. We already finished 2 movies while waiting.

Step 2: Encoding of your details to the computer.

There's still a queue here but was faster than Step 1. You have to be alert and if it's already your turn sit right away to a vacant encoding table. Give your form and receipt. Face the monitor provided in front of you so that you could see if there are any corrections that the encoder typed about your details. After confirming the correctness of your details, get your form and receipt then proceed to Step 3.

Step 3: Finger Printing and Picture Taking.

Wait for a vacant spot then give again your form and receipt. Follow the staff's instruction. Get your receipt then proceed to releasing.

Step 4: Releasing and Printing of Clearance.

If your name doesn't have a 'hit' or match with other applicants, you could get your clearance right on the spot but if you have a 'hit' like me, you will be asked to go back to the center for its release on a specific date, which is one week.

You don't have to line up for your release date unless there's a crowd who has the same release date as yours. You could also get your clearance on a later date if you are not available on the scheduled date of release.

When you're getting your clearance on your released date, just proceed to the building infront of the portalets beside the blue tent.

The clearance looks the same, orange for local employment and green for travel abroad. The only difference is the barcode. This time they use the QR code (Quick Response code) that looks like this:
Beside this code, your right thumb fingerprint must be placed.

Don't worry, the staff here were accommodating. You just have to prioritize on how you could get inside the center first then everything follows. Just don't forget to have a heavy breakfast and bring a bottled water or crackers with you although NBI have their own canteen inside.

Robinson's Otis
Robinson's Metro East
Robinson's Place Cainta
Muntinlupa Victory Mall

Quezon City Hall
Mandaluyong Cityl Hall
Marilao Municipal Hall, Bulacan
Las Pinas City Hall

The NBI will also put up its satellite offices for the issuance of clearance and service renewal kiosks at Ever Gotesco Commonwealth Center in Quezon City, Ever Gotesco Manila Plaza in Morayta, Manila, and Ever Gotesco Grand Central in Caloocan City.

Be sure to bring any 2 of the following IDs:

Voter's ID
SSS ID
PRC License
Company ID
Valid Passport
Senoir Citizen ID
Postal ID
GSIS ID
Driver's License
School ID
ACR (for aliens)
Philhealth ID

Please also bring a 2x2 colored picture just to be sure.

If you have more time, just wait for the launch of NBI's online clearance application, which is still on the process. I hope they could return the quick renewal process at the malls soon. c",)

Is there's no renewal nationwide? or can I also renew on the branches you've mentioned. If I'm going to get a new NBI Clearance here in Plaridel, Bulacan how long it will take for the release? Do you have any idea? thank you...

As far as I know, you can't renew your expired clearance anymore because of the new system since the third party, who were responsible for the computerization program of NBI, got all their computers, equipment and even everyone's data when their contract expired and not renewed. The NBI was starting all over again from scratch so they have to get your details, picture and fingerprints again.

Your clearance will be released on the day of your application if you don't have a name matched from their database but if you have, they will schedule you for its release.

It took me 6 hours.. I arrived at 8am, entered at 9am, done by 3pm. It took us very long before the Step 1 because the staff said that they already run out of receipts and waited for the delivery...

Yes. NBI offices at Robinson's Malls are open Monday to Friday 8am to 5pm, Saturday 10am to 7pm and Sunday 10am to 2pm.

dba you said no renewal? and NBI also have a new system? so maybe that procedure is the old procedure. and Philippine Embassy here only have manual finger printing. i think the new system use biometrics for finger printing right? hmmm, anyway, i will just follow the procedure on the link. thanks very much. :)

Sorry if I couldn't help you with your inquiry, you may call the Philippine Embassy in your area for more help. Maybe they are still using the manual finger printing or the old system abroad since they are only using the new system this month. c",)

mas ok sana kung mas mabilis serbisyo nila, ask ko lang po yung finger print po ba na katabi yung bagong barcode ay computerized o kailangan mo pang gumamit ng stamppad para maiplace yung finger print mo sa tabi ng barcode???

You still need to use an ink to place your thumb mark beside the barcode that's only after your clearance is ready for release...

Correction: There's no need for an ink for your thumb mark, your thumb mark beside the barcode will be computerized too.. just got my clearance..

Yup, the new NBI clearance had 2 logos, one at the upper left and another at the upper right...

im from bulacan and i need asap to get my nbi abroad.paano po papunta sa nbi taft avenue isang araw lang ba makuha ko na agad nbi clearance ko?dito kase sa marilao after 1 month pa makuha nbi.sa taft daw mabilis totoo po ba?

Well grabeng pahirapan nung kumuha ako ng nbi. 2 Times akong bumalik sa robinson's market novaliches but still wala na daw number. Advice ko lang sa mga gusto kumuha ng nbi sa malls Dapat maaga kayo like 5 am dapat nandun na kaya kasi even at 7 am pag punta mo haba na ng pila and wala ng number. Useless lang ang punta.
So no choice ako so i've decided to go to nbi qc sa likod ng qc city hall. Mga eleven am nakarating kami dun grave ang haba ng pila at ang init pa. Lumapit yung guard samin ang sabi cut na daw yung pila. Tomorrow nalang kami balik then binigyan kami ng number para pagkabukas priority daw kami. Then bumalik kami 7 am nandun na kami. Super haba ng pila at ang iba may diskarte. May kasama silang kumuha ng nbi ginagawa nilang tagapila. Habang yung isa nakapila sa line one yung kasama nya nakapila naman sa line 2. So mabilis talaga silang makakakuha. Mautak diba. Meron naman mga kakilala ng nagtratrabaho sa nbi. D na pumipila deretso na sa loob ng office ng nbi tapos pag labas meron na. Napagod ako sa kakapila and i decided na kumain muna sa tavi tavi para makaupo kahit sandali. Then may nakilala ako babae. Sabi ko ang tagal pala makakuha ng nbi. Naawa siguro sakin may binigay syang pangalan sakin na guard daw dun sabi nya sabihin ko lang daw pangalan nya. At bilhan ko lang daw ng pagkain at inumin. Then bumalik ako sa pila ko patapos na kme sa line 2 ng kapatid ko. Line 3 na. Sinabi ko sa kapatid ko yung sinabi ng babae. Nagdadalawang isip talaga ako kung lalapitan ko yung guard kasi nakokosensya ako at naaawa ako sa mga kapwa ko na nakapila. Pero naisip ko kailangan namin makuha yung nbi in 1pm kasi may appointment kami sa dfa in 3:30 am. So, kahit ayoko gawin kinausap ko parin yung guard. Sabi nia nasan daw yung sulat ng babae. Ang sabi ko naman walang binigay pero sabi nia lumapit daw ako senyo. Ang sagot ng guard na parang alanganin din sige balik ka 1 am kasi magbrebreak na. Then binigay ko yung food nya and drinks. Pero d nia tinanggap sabi nia mamaya nalang. Then pumila parin kami ng kapatid ko sa third line while waiting na matapos ang break ng mga employees ng nbi then nung mag 1pm. Naisip ko pumila nalang kame besides third line narin naman. Di na kami bumalik sa guard kasi nakonsensya ako eh. Hehe. So yun mga 2:30 nakuha ko nbi ko. Sa brother ko naman hit sya. Jan 5 yun and Jan 27 nya makukuha. Ang tagal diba. Grabe!! Almost 7 hours kaming pumila para makakuha lang ng nbi. Pero nung makuha ko kahit pagod na pagod na ang sarap ng feeling. Para kang grumaduate. Haha! Then yung appoinment namin sa dfa kinancel nalang namin.

nope, you have to get a new one, as in back to zero... there's no numbering system in Robinson's Otis but be early as 7am... there's no NBI clearance center in Tutuban, they are only available at Robinson's mall or at the NBI headquarters at UN Avenue...

bakit po sa robinson palapala,dasmarinas cavite..nagrenew kami ng NBI and my name got hit and pinababalik kami march 20 samantalang nag renew kami feb 13.more than a month ang paghihintay namin???matagal na akong ngrerenew pero ngayon lang ako nag ka hit..and ang mga staff doon ay sobrang angbabastos..sabi nila sa harap ng madaming tao ay baka daw may mga kaso kaming criminal kaya kami na hit.

It depends on the renewal center because it might still go through the main office for the verification of 'hit names'. Although you don't have a hit before, it doesn't mean that you wouldn't have a hit the next time of your renewal, remember every year more people adds up to NBI's database and your name might not be that unique anymore...

hi, ask ko lng po..kukuha kc ako ng nbi clearance sa june kso ang pg gagamitan ko valid lng dapat ng 3months, so sept lng valid...pwede ba ipa renew ko sa sister ko na lng kc balik na agad ako sa kuwait eh. ng rerenew ba sila khit valid pa sa pinas ang nbi clearance...salamat!

I recently went to NBI to have my certificate renewed..the word is renewed. Meaning I have an existing file with the agency already. The NBI reformatted their system recently, which makes regardless of renewal or new applicants, all will undergo the new applicants process, fill up the form, have it encoded to their system, undergo biometrics AGAIN and completely disregard the certificate you have.

Funny thing is, if the applicant already underwent fresh encoding and biometrics as well, on the last process, you will just be disappointed to know that the NBI staff will inform you that somebody that has the same name has done something wrong.

I salute whoever made this new system of the NBI, it completely F#$#*@#$ SUCKS! How i wonder how you passed your flowcharting subject in computer science... The agency already has numerous complains and yet you still don't have the initiative to rectify this..pera ng tao yan at ang mga tao ang nagpapasweldo sa inyo tapos ganito ang serbisyo niyo?
